The "retcon" has nothing to do with when it's set, it that Lightyear (the movie) is now supposed to be what Buzz Lightyear (the toy) is based on. The opening of "The Adventure Begins" establishes that Toy Buzz is amazed at the existence of there being a movie about him, but it's the movie they're getting ready to watch, not Lightyear.

John Lasseter hates it, we don't know why exactly, but he was a powerful man and even after he's left Disney they have no intention of acknowledging Star Command.

They seem to want to ignore a lot of the "Movie: The Series" shows they made in the late 90's early 00's

If they still haven't added this to Disney+ even though Lightyear is in theaters, then I guess they never will. I genuinely don't understand this, Disney is a corporation that cares about making money, why would they not put this movie and show on their streaming service so they'll make money off of it? It's like they want people to pirate it.

Pixar hated it, not Disney. To them it was a bitter reminder of the bad deal they made with Disney in their early days, where in return for distributing their movies, Disney would get full-ownership of the franchises Pixar created. Disney flexed this power by making the Buzz animated series without Pixar's involvement, and in return Pixar basically got bullied into doing the opening animations (which was the only part of the show/movie they were actually involved in).
