Unironically this. Superman has always been an allegory for God/a higher power, so his inaction with great injustices in the world are because he cannot (or does not) care about such things, especially for people who likely do not know who he is and don't understand his power.

As cruel as it sounds, sometimes you have to let bad things happen for more good later.

Because people like capeshit settings that are familiar and have the familiar problems of the real world? Would be more entertaining to read about that than some near-utopia where bad stuff never happens

The actual answer is that Superman was not supposed to be all powerful, he was created as a non omnipotent brawler brick character and those million extra exaggerated powers were only added through decades.
It's also why the best Superman stories usually come from settings where he's not that powerful (Timmverse, Byrne run fight me). All Star Superman was a fluke, and exception to that rule.
