they didnt need to replace him as "the tard kid" because the two have completely different characters and serve completely different roles

Pip was great- he was annoying to the characters without being annoying to the audience, something M&T often struggle with
and he was a happy go lucky, but not totally spineless, innocent kid who got into massively fucked up situations inbetween being bullied
Butters is too pathetic for his abuse to feel fun, and the abuse falls on that uncomfortable middle ground between mild bullying and absurdly comedic tragedy, that just doesnt hit, and his outbursts arent as fun either and always have an air of forced innocence to them, the ol "kid said somwthing wise and everyone clapped" trope
all it results in is a developmentally stunted kid being domestically abused and then giving off a speech about the state of the world
Butters works best when hes dumb, mostly sweet and innocent but just a tad spiteful
whereas the show attempts to put him in a spot where hes both extremes, as opposed to a balance of the two

Butters is at his best when his 'innocence' is revealed to fall just shy of getting in the way of him getting ahead of people
he was designed to be a tool that was put back in the toolbox when he was no longer needed for a scene, but Creator's Pet syndrome has overworked the tool until now it is misshapen and bent

Butters, like most characters, has fallen into an archetype that they no longer wanna stray from
"innocent cute kid in non-innocent situations who occasionally unleashes his inner wisdom" is an age old trope, and theres nothing wrong with a trope if you use it well... but nowadays they just dont
i mean look at every other character-
whacky sitcom dad, moral kid, evil kid,black.... the characters dont deviate much anymore
