You can see which scenes used mixed 2D and 3D animation. Such as when they're holding props like cups.
But I concede it's not very cost effective to make a throwaway cash grab with actual 2D animators when you can just use your existing 3D animators to do all the legwork.

You assume these decisions are artistic or benifit the creator/worker when in actuality they exist because Disney doesn't care and simply just wanted the thing out the door the fastest way possible.
Half of the animators likely resented working on this, but had no other choice, because the studio views them as replacable and if they aren't willing to fall in line, they can get someone in their job that will, and nobody is going to risk their livelihood for a shitty meta reboot of a 30 year old Disney afternoon cartoon.

The reality is that CGI artists are often not unionized, so it was both a cost cutting measure by Disney and artists still got overworked and underpaid.

Rescue Rangers 2022 was made with a $70M budget.
