Kratos and a lesser extent Thor and Goku never really cared for collateral damage in their battles. Or rather, fans don't bitch when there's collateral from their battles because they don't hold them to the impossible moral standard they hold Superman.

give Metropolis itself an HP bar you have to keep up by saving people and buildings and that's the main fail condition rather than Supes himself dying, sells how durable the character you're playing is but also how heroic he is, unique tension rather than just "oh no my character is getting shot too much" like every other game

And ultimately Superman can't work in a video game because what are the worst missions in any video game? Escort missions. And a Superman game where he's actually in character as Superman would be escort mission, the game. Giving Metropolis a health bar, Superman saving lives. Gamers want to have fun playing a video game. And playing a video game where you're this all powerful demigod who can fly to the moon and back, and rather than having fun fighting bad guys in fully destructible environments. You're spending your time babysitting the pitiful mortals making sure they don't hurt themselves? That's not a fun video game. That's a chore.
