Because when an American writer does it, they're trying to make a "statement". When the Japs do it, it's because they just want to put a cute and/or hot yuri couple in their story.

What policy are being advocated by having gays in cartoon? Maybe if Superman targeted the Middle east, Russia and China for there treatment of gays or talk about gay issues in the comics you will have a point.

I'd say because LGBT couples in anime are better because they're just couples. There isn't the same desperate, attention-seeking validation you get from a lot of western gay couples, especially the modern ones. There's also way more company-controlled decisions in western media, which adds to the feeling that they're just put there to pander to whatever cultural shift is popular at the moment. Japanese media, on the other hand, have had non-comedic gay stuff in it since at least the '70s. Also, where manga's concerned, even with editorial pushes, what you see on paper is usually the result of something a sole author wanted, which can make things feel more personal.

Fans are usually more accepting of them for three reasons. 1: because the couples are generally better written. The characters feel more like characters than props with messages to be applauded. 2: because the romances aren't usually so aggressive about defying norms and battling strawmen. And 3: because the characters are usually more attractive than their western counterparts. This goes for pure love stories or fanservicey yuri or BL.

Because the early BL mangas were released in the 70s and women were welcomed into the industry since the beginning while comics and cartoons have been a boys club since before the concept of fandom became a thing.
