Red Sun Superman is a communist dictator who creates a police state / utopia through omnipresent surveillance and lobotomy that allows him to respond to any perceived threat the moment it arrives. He also feels that Brainiac's action of putting Kandor into a bottle was one of the cruelest things he can imagine. Lex uses that letter to point out the hypocrisy of Superman essentially putting the world in a bottle while lamenting the lack of freedom given to Kandor, which drives him to suicide.
I believe Lex then single handedly pushes humanity into the space age, but maybe that's a different story, I'm not sure.
