Superheroes are a dumb concept if you try writing them in any way remotely realistic or seriously. They're bootlicking upholders of the status quo that don't lead to any real systemic change in the world.
And no, individual action is not systemic change. They have all this tech at their disposal and they barely share any of it with the world around them. And yet, by tightly controlling the advancement of science and technology and turning every super genius into a tech hoarder, humanity is now almost entirely at the mercy of capes, supervillains or clandestine government groups. Capes are independent unreliable agents in the first place. A public standardized weapon loadout would deter crime by bolstering police, private security organizations, and private citizens.

These are just some of many reasons why no actual legit writer or artist wante to touch the concept of superheroes with a 50 foot pole.

Superheroes stories in real real world would end up either in poisoning this superheroes quickly or in them being crazy terrorists and, what is more important, labeled as crazy terrorists by media. And that's in case they would not be taken by any major CIA-like organization to study their superabilities. Any time one tries to create story, where hero have some freedom of action and not being enemy of the world, is a fantasy and differs from "hero saves everyone, everyone is happy" only by degree of how much fantasy you allow, therefore rendering all "realistic" stories just as much unrealistic as normal superhero media, only for different audience.

Superheroes are not perfect, they are far away to solving the problem with crime, thats why they have lots of stories behind them. Is that a reason to complain about the purpose of them as fiction? No, absolutely not.

Ultimately what they do, is as you said, enforce the status quo, regardless of wether that needs change, what can a guy like Spider-Man or Batman do in order to fight the system? Neither of them are strong enough to do a real change, real change comes from the population, which if you have taken a glance at your reality, is also far away from achieving change.

So, what do they do? they protect innocents, wether you like it or not, those poor people who rely on crime to make up for a living, rob up and kill other civilians who may just be you.

But their value as stories doesn't come from expressing what are the steps towards world peace, superhero stories deal with fantasy adventures of super powered people, or and in the best of cases, they deal with how the average folk would do with those powers.

Batman could do a lot to the system, he's a super detective billionaire. He could destabilize the wealthy easily by just being in everyones business. But the joker isn rich so who cares

superheroes are an inherent fantasy concept. they were never about fixing the world's problems, but about protecting people.

they're not about realism. hyperfixation on realism in superheroes is a recent trend.

With some exceptions that's probably why I gravitate more towards mystical and cosmic heroes in DC/Vertigo and Marvel. Maintaining the status quo to them is like making sure the universe doesn't collapse and things on that scale. And with those kinds of heroes you have the freedom to challenge the status quo more because you can go to entirely fictional realms and planets and do anything with them. Or you have comics like Squadron Supreme where the heroes are actively trying to change Earth like revolutionaries and things aren't so static. Same with Marvelman and a ton of Elseworlds stuff.
