Normies only care about nu Harley's modern design. For men, because they can coom to her, for women, because she's easier to cosplay than the classic design.
They also care about Harley as Joker's pussy so they can have fantasies of self inserting s either Joker's woman or as breaking up with him in an empowering way.
Harley by herself loses audiences, that's why nobody cared about her in TSS and the animated series hs the rest of characters pull the weight along.
Once Harley leaves Joker behind writers are at a loss of what to do with her, which is why they keep bringing Joker back so she can 'reassert' herself over and over without covering new ground. The Ivy relationship is long term doomed since portraying relationships needs conflict but their shippers rage whenever there's conflict in ther pairing, while Joker/Harley shippers accepted it as part of their dynamics.

Sha was already popular when she was an original character for batman the animated series, so popular, they introduce her in the main comic book, and her main story plot called mad love became a really well known story, she even had a solo mini series too,
But her popularity with the masses started when the batman arkham games became super popular, specially her redesign outfit in arkham city, the pinnacle of her popularity started when the movie iteration interpreted by Margot robbie for the first suicide squad movie became the most popular character in said movie.

As a fan of the original character, she was a cool concept, but as everything with time she started to change into something more appealing to the masses, and evolved into a completely different character (not necessary for the better in my humble opinion) ironically the comics were the first ones who tried to changed her into something terrible, starting with her terrible redesign for the new 52, (an edgier iteration)
Then the suicide squad happened and her character converged into something similar in the comics, even her new designs show this and her solo book started to get popular, even if she wasn't the same character as before, then her emancipation with the joker became a important story plot, and they tried to make her into a more empathic character trying to escape from abuse (which for me basically kills the character by the fact she was originally a loon in love and in full denial she was abused, because the whole point of the batman villians until 2008 was that no batman villians even if they had emphatic stories had the ability to change for the better, making them beyond repair.

She is legal pedophilia. Dress like pgtails and acts like a hyper-active 6yo.

Interestingly enough this phenomenon wasn't enough to generate sales, the Harley Quinn action figure from the Batman TAS toyline was a notorious shelf warmer.

DC in the mid 90's to early 2000's did an ongoing comic starring her and it was pretty good.

Then the Bat Embargo happened.

The other thing that was happening was that Paul Dini was having a dispute with WB about getting royalties for H appearances in comics, as he was her co-creator and DC has a policy on that.
What that meant was that Harley wasn't allowed to be in media outside the Nolan Batman movies and very rarely in the comics. This was in place from 2005 till nu52 in 2011.

I really see the modern, pig tail, crazy bitch clown girl Harley thing starting with the nu52 Suicide Squad comic she was in. A lot of teenagers read those comics and identified with that version of Harley.
