umm well because uh...amon never blockbend airbending since they are very rare so he couldn't detect the chi of airbending, is kinda like lockpicking a new type of lock, you have to break a few eggs to make an omelett

if she knew 3 out of 4th bending techniques, why they didn't make her learn spiritualism with tenzin at a young age instead of waiting for her to be a teenager making it more dofficult for someone her age to meditate?

he should have succeeded in taking away her bending. The rest of the season could then be Korra trying to see if she could get it back, only doing so by the end.
That, or they should have made Zaheer's season the first one so Korra has already tried losing her bending abilities before. That way it would be more understandable as to why she's terrified of Amon and his ability to take away bending.

Amon would no longer be considered a local threat of a city. He would have escalated to the point militaries would be called in to put him down. He didn't stoke enough flames for open rebellion in Republic City and didn't have all the weapons for his revolution in place.

Also to add-on. Korra showing up to Republic City literally made him accelerate his plans and revolution. He wasn't expecting on Korra/The Avatar showing up yet.
