Depends, Was a while since i watched the Anime but Usagi is usually shit-tier until the final set of episodes of a season where all her friends die (or get near death) and she starts stomping with her true potential then she resets back because the stakes are low so she can act like her true "moron" self rather then the pinnacle that is Princess Serenity. Her powerlevel pretty much always corelates to how the threat she is dealing with is, hence why the dumber the MoW concept is the more effective it turns out being.
It is important to remember that the thing holding her back is that she WANTS to be a Normalfag at heart.
IIRC it is Moon, followed by Venus.
