i think their a big different from having

a orphan dress up in bullet proof armor and high tech weaponry and thoroughly trained by a master ninja/detective

a homeless boy with the power of 7 gods with no training or supervision earn through a shelter wizard concept of "pure of heart"

Nothing really, the wizard is an idiot. The big difference I think between the Robins and Billy isn't the powers or role but how supervised they are. Billy was just shoved into his position with fuck all for training while Robin gets world-class training and experience working with an expert mentor.

Billy is an orphan who lives on the streets and the wizard gave him powers but no child support.

Billy still at least has the wisdom and superman level power to get completely fucked up. For guidence he can fall back on JSA, JLA, etc when writers remember he isn't just a solo act or keeps it in the family.

None of them were child soldiers. Robin was an adventurer, followed by a line of street fighters, heroes, and young reader demographics bait. You saw more child soldiers from the Jack Kirby era, from the war comics, era, and sometimes from the villain countries like Bialia and Kandac. You could make a better argument for Komandi being a child soldier than any one of the Robins. It's just proof of how weak Americans are that "someone tells you to exercise" is now the equal of "you're kidnapped and abused until you're sent to murder armed people, with a rifle, in a military action."
