Modernizing him instead of a neuroscientist turned gangster with mind control hats he is now a big media conglomerate owner and uses media to influence the world into believing falsehoods to sew chaos to profit from while also funding his perverse millionaire Epsteinish fantasies themed around Alice in Wonderland for him and his millionaire/political cohorts. He becomes a major Question villain and The Question constantly goes Batman on or performs secret recordings of corrupt or blackmailed reporters or civilians or officials on the scene and despite always finding the real truth and going public with it is often ignored largely in part thanks to the Mad Hatter's influence and control of the airwaves leaving many to believe he's just an insane conspiracy theorist villain harassing others. He does propaganda for villains when it is profitable for him, and for the government and Amanda Waller promotes anti-vigilantism for heroes and coverups for government accidents or other things they don't want the public to know.

In a movie context Bruce Wayne meets with Jervis Tetch (Mad Hatter) at a charity event which they agree to collaborate but is interrupted by the Question in disguise with a bombardment of questions that cause MH to leave and security to escort Q out. When investigating Q's claims by himself BW decides not to collaborate with MH and quickly notices the world has turned on Wayne Enterprises. Q is able to identify Batman as BW. Q first finds BM out on patrol and confronts him about it but he quickly dismisses it and runs away on patrol but after Q tries again this time while he is BW entering one of his buildings in public and he gets his security to escort him away. Q breaks onto the Wayne Manor property looking for further evidence to back up his claims which leads to a minor confrontation with Alfred that ends relatively peacefully but leads to a threat from BW to Q not to mess with Alfred with a beating that only leads to Q further affirming that he is indeed Batman with his combat prowess avoiding vital spots and property security beyond the technical level of most billionaires. Q proposes BM help him take down MH but BM only works solo. Q gives him everything he knows on MH and Batman notes a lot of it is too crazy to be true but believes there is drops of truth hidden here or there that even he doesn't know about with Alfred quipping about a broken clock being right twice a day. BM goes in and is secretly followed by Q, who in addition to saving each other and getting each other in peril. MH gets away in the end but Q records some dialogue between MH and BM leaking it to the world and damaging his media conglomerate's reputation in the eyes of many people.

Legal for bears?

There are lots of themes and references and allegories to Lewis Carrol Alice in Wonderland throughout, Batman being Alice going through the looking glass to a world of corruption trying to find the white rabbit to the truth with Question being a cheshire cat figure (he can literally disappear his face too with his compound which is awesome) and Mad Hatter being a small part of the world within, the whole movie being a setup for "The Queen of Hearts" which is actually The Court of Owls which MH warns him about in their last confrontation which will call for his head on the path he's on and sets the movie up for a sequel.

Also it'd be funny for the Question to play a role like that to take advantage of current right-wing Qanon phenomenon that happens to start with the same letter and have similar themes.
