Yes it was. And it was the type of pandering done so last minute it became the only point of conversation about the show afterwards, basically distracting from every other facet of the finale and the series as a whole.

Kurvira going on conquest against the Earth Kingdom then turning her sights towards other territory to reclaim the old lands is an incredibly based story, except she never took anything other than disoriented, neglected, in a complete state of disarray, Earth Kingdom towns and cities. Give her Republic City or a portion of it with a resistance, Kurvira is about to take the last part of it, Korra returns from her spiritual journey just before the finale then do the epic fight with her other friends in the group who were already doing the resistance stuff which would give them something to do. Also give Kurvira some goons that can serve as threats so you don't need to do anything as retarded as a mecha fight. Make Kurvira's motives deeper than "muh family" or don't so she can be an Ozai type "big bad" you don't sympathize with.

Keep the rail gun if you must but she uses it to negotiate other cities/towns surrender. Might be too dark but maybe give her a Alderaan moment where she yeets Gaoling or something after people evacuate.

Season 2 had a worse example of this with the dude obsessed with bringing back the spirits and unifying the tribes then just turning into muh dark avatar for a kaiju fight.
