My headcanon is that Smithville is the ghetto twin city of Woodcrest. San Francisco/Oakland situation. Pretty much every minority that can't afford to live in Woodcrest lives in Smithville. Ruckus was said to live in the outskirts of town, so it stands to reason he'd be near and known to Smithville's residents, who fucking hate him.
