Look at the context for that speech. Lex is raving about how he has to kill Superman, "so I can save the world" is just a tacked-on afterthought to justify his actions.
Name one thing he could do to save the world that is prevented by Superman existing that isn't just supervillain shit like "I will rule these people with an iron fist, for their own good!".

Lex was still murderous towards Superman. He was still driven by ego to control. Frustrated because he had it all timed, arrogantly boasting about his contingency and therefore informing Superman of his plan b. He wanted to control the world, not save it. The "I" and "MADE" are bold for a reason. Then he blames it all on Superman.

I mean, if you're so dumb that you believe Lex was going to give everyone Superman's powers so they can experience enlightenment, well, there's no helping you.
Isn’t the only reason Lex hates Superman that he fears that humanity relying too much on an alien savior will cause it to grow weak and stop evolving. I’m pretty sure Luthor wouldn’t be against evolving humanity into a master race through a super serum.
