It really could. The shorts were ridiculous enough to build the arcs that were in the super saga game. Just focus on small inclosed stories supporting an overarching one. The animation style of the game would be more than fitting. It could be great.

I'm honestly surprised Disney never continued with the idea of their own Mario Kart because they do have popular characters that can rival Nintendo's. Imitate the gameplay of Mario Kart shamelessly and simply use Disney characters and you'll see plenty of normies buy it.
Would never happen. Disney has this annoying rule of Universal Mickey's Design must never be tweaked or altered. You're going to make changes to Mickey they better be for an entire new incarnation of Mickey itself like Epic Mickey's design or Rudish animated shorts. Disney does not accept tweaks and changing details around for an established mascot design which makes universal Mickey the most difficult to work with.
