Because Batman going evil has less weight because his whole character plays with that darkness to the point the "no kill" bullshit has been written off as "once he starts he can't stops and goes murder pringles on all crime". Superman is memed as the boyscout, so despite it being overplayed evil Superman interests the uncreative because Superman himself is the antithesis of evil.

Why is it that the only modern stories of Superman being a good guy focus on him dealing with low level issues, like Superman & Lois, Rebirth, or Smashes the Klan, while modern Superman or Superman expy stories where Superman is powerful and fights powerful things are all about him being evil?

The average Superman comic is about normal social issues. Also he still fight powerful things while being good. This especially happen in justice league comics.

Well Batman has his insane plot armor that allows him to conjure exactly the type of bullshit to deal with whatever the story throws at him. Injustice Batman invented kryptonite pills that allow normal people temporarily to go toe to toe with superpowered beings.
I think at this point Batman being the bad guy is more of a twist that Superman being the bad guy.
