Are you asking the character or the corporation

Outside characters who are live actors (think princess, peter pan, etc) there's no gender limit on who can play characters
BUT they need to be a certain height, often smaller, in order to actually fit in the costumes

Gender, no, height, yes. Before you ask though, no it’s not common for Minnie to be a guy. It’s more common for Mickey to be a girl.

Minnie is 4'8"-5'2". I think Clarice is around the same height, so it should be the same.
