If you cherry pick enough you can make any network's programming look shit next to another. I would say YTV's catalogue is consistently mediocre while Teletoon has a lot of terrible shows mixed in with a few great ones.

YTV played all the "good" shows. Stuff like Pokemon, Digimon, DBZ, Gundam, Beast Wars, Reboot, Rugrats, Spongebob, FOP. Stuff that nobody would bat an eye at as being somthing people would like.
Teletoon aired that weird shit. Stuff that feels like a fever dream. The Fly, Oggie and the Cockroaches, Mega Diaper Babies, The Ripping Friends.
