If you didn't know any better it wouldn't matter but over time education/ religions and society such as Americans have taught people to be ashamed of their body to avoid lust or perversion so when nudity is not meant to be sexy or pornographic its instead humorous to see a person disarmed of their clothing as its seen as protection and shows a person at their weakest and so it's easy to make fun of because its relatable to everyone that have been taught to keep your clothes as it makes you feel in control.

It's like the argument of a girl in her underwear being uncomfortable to be seen but fine in a bikini. There is no difference.... except the mental state of the controlled situation.
