That’s a rather long question but I’ll do my best.
In regards to the Captain America situation, there’s not a lot I actually know. What I do know is that it was part of some Old Head’s plan to bring HYDRA back to the “good old days”, and there was HEAVY downsizing, people were getting fired left and right.
The Election fraud thing was a part of that same plan, but not enough hire ups actually knew what they were doing that that(which is why it fell through).
The Inhumans thing didn’t even come from that it turns out, it was just the scientists. Inhuman DNA is too fucking weird to deal with, Terrigen mist is bullshit and they got mad at an entire race over it.
