The Junior Woodchucks in Donald Duck comics and the original Ducktales are much better where everyone (Huey, Dewey and Louie) were members of those scouts.

Definitely yes, given that Huey’s personalities are also based on the personalities of Huey, Dewey and Louie from Ducktales 1987. Huey would also get along well with the Quack Pack versions of HDL.
