Write a good story with him. The problem is they downplay how dangerous these creatures are.

He should be comically eating brains in cereal while watching wrestling while arguing with a dead corpse who's gonna win in one segment and another he should hold some children hostage in a building rigged with explosives.

He basically has one story to tell and it's been told. He's Venom but even more evil, specifically designed to give Venom an adversary for when he's being a vigilante. In any character driven story he's second fiddle to Eddie because Eddie has an actual conflict sometimes, Cletus/Carnage is resolved in his wickedness and doesn't have the level of rivalry with Spider-Man Venom does. The only thing you can do with him besides revel in Ennis levels of gore porn is to make him a chaotic x factor in someone else's story. For whatever story he's placed in he should immediately raise the stakes as a henchman to Doctor Doom or whomever. He's like an attack dog that's eventually going to slip the leash but whoever his master is isn't concerned with the long term, just that they can best the hero using him as a cudgel.

Venom (movie) turned venom into a parasite. The film was poorly directed, but the sense of threat was there. Downplaying a threat with dumb shonen fights is what causes characters to not reach their potential.

The Carnage symbiote unlike the Venom symbiote doesn't necessarily want to bond with a host, Cletus basically mind broke it into being an extension of himself, so for someone to bond to it and not just become Cletus it would take someone pretty serious
