Nah, whenever we get instances of Doom being all alone, he comes off as pretty sad and melancholic. He knows that what he does is wrong on some level. Less so his plans for world domination, moreso his obsession with revenge and power. It's just that he's a supreme autist with confidence issues at his core, so he cannot stop. Really, his story is that of a lonely, scared kid putting on an (literal) armour around himself to protect his feelings. He's an overemotional tard trying to play at being cold and detached. If he was "le ebin sociopath" he wouldn't be thrown off by some random insult, or routinelly go out of his way to protect Latveria; him seeing it as his property or not. You have to look at his relationship with Val to see him at his softest. He's a vile cunt after everything he's done, no doubt about that. My point is that he's not, say, Hannibal Lecter. He's vain and arrogant, but all of it comes from a sort of sentimental romanticism. He's a kid LARPing at his core. Which is why he plays dress up as a Philosopher King, instead of being a Luthor type. He's an operatic, theatrical romantic. Still an evil person on a lot of levels, but he's got a sappy side.

Doom is hardly a villain. A antagonist for sure, but hardly a villain when it comes to manage a country. He's a constant reminder that evil has many faces.
