Guthrie Govan is the best in technical terms, I don't actually very much about his music but from what I've seen of his playing he's just insane
List of competent guitarists, i.e. people who understand tone/texture, can actually riff in a way that isn't tired out, and know how to paint an atmosphere with sound.

Shredding isn't talent. Cookie cutter fills played in weird time signatures isn't talent. Soloing every 5 seconds isn't talent. Them being a part of a group you like isn't talent.
Sounding good in a way that's completely your own, while working perfectly with other musicians, is talent.
