For me, it's Hemispheres. It perfectly encapsulates all of the apexts they were going for at the time in terms of songwriting, epic thematic concepts, aesthetics, and were technically at the top in terms of their abilities.
I agree with OP but really any of their albums from Farewell to Kings to Signals could be considered. Just an incredible run of albums.

Permanent Waves for me.
Signals isn't very good.

I'm not sure if there's a Rush album I love all the way through, even though I'm a huge Rush fan. Moving Pictures is their best work from Tom Sawyer to Limelight, but loses its steam with Camera Eye and Witch Hunt. You're right that Hemispheres is probably their best album overall.
moving pictures and 2112 (but leaning more towards moving pictures)
Anthony Diaz
2112 is their best song, but Moving Pictures is their best album

Pretty decent list. I prefer Farewell to Kings over Hemispheres though and I am a bit more generous to the ones you ranked lower.

The 70s Shit is great The 80s Shit is alright and then everything after that sucks.
Kayden Martin
Specifically Caress The Steel,Fly by Night,2112,and No more Kings are probably my favorite RUSH Albums.
Jose Taylor
Lol my therapist favorite band is Rush. I know he thinks i look like a tranny
Lincoln Phillips
Moving pictures. I know its their most commercially success album so its not the most interesting pick but moving pictures is a 10/10 album. Of course I'm biased because this was the album which really got me into Rush but you cannot deny that every song off that album is an absolute banger. Even the weakest track Witch Hunt is still fucking fantastic.
Angel Clark
A farewell to kings is my favorite. Then grace under pressure and hemispheres
