All the bands that are universally lauded as the best really are the best for good reason: they have the most good songs. Bands like the doors, the Beatles, the smiths, Black Sabbath, radiohead, nirvana, Elliott smith etc. they just made a lot of good music and you can’t really deny that

The Fall

The Smiths and The Beatles probably have the best ratio of good songs because they broke up before their quality declined. Led Zeppelin is up there too in that respect. In terms of sheer number of good songs I don’t know, probably still The Beatles since most bands that stay together suck after the first 10 years anyway.
