How is Papangu not progressive? It's literal zeuhl (a type of progressive rock) meets sludge metal.
It's one of the more proggy progressive metal albums in recent memory.

More like sludge metal meets zeuhl than the other way around. Most of the time it's proper sludge with dissonance that happens to be inspired by King Crimson and Magma. It's closer to a sludgier Colored Sands than it is to anything I'd call progressive metal, though the influence is there.
I'm not sure what kind of point you're trying to make, as Coloured Sands is a progressive metal album.
