New wave != synthpop. In fact they didn't even happen at the same time.

Where do you draw the distinction? Is Devo new wave or synthpop? is synthpop mostly a european thing while america got post-punk and new wave instead?

New Wave was the rush of new sounds that followed in the wake of punk, from about 1978 onwards.
Synth pop didn't even get going until the 1980s, when the first really affordable synthesisers started to appear. Up until then, you either had to build your own instrument, or take out a mortgage for a Moog or Mellotron.

Just having synths doesn’t make it synthpop

So many great synth pop albums were produced by Trevor Horn. Art of Noise, Frankie Goes to Hollywood, Grace Jones... As much as I do like it, I don't think I'd go with that one for greatest ever though.

I think as far as synth pop goes, Nic Sequeira and the broader genre of "Denver New Wave" have definitely outdone whatever The Buggles did back in the 80s. Listening to some of Nic's contemporary masterpieces, you would be convinced that synth pop is alive and well:
