The most similar to that KLF album that I can think of right now is Ready, Steady, Slow by Sounds From The Ground, is their most ambient centric project.

I also recommend the albums by Nacht Plank, but they are definitely more IDMish and weird, try his album Broad Tape Band and if you like it try Echo Ark and the ones that he put out as "Plank & Ishq".

I can't really thing of something really that similar to Chill Out, that album still pretty unique to this day.
