Needles and Pins, When Girls Telephone Boys, Battle Axe, and Bloody Cape are my personal favorite from S/T, but I think the whole albums is stellar. I think this albums really set the standard for what their later albums would sound like, more so than White Pony or even SNW.

I think the notion S/T is bad come from disappointment that it doesn't sound like a direct follow up to White Pony. S/T is a lot heavier and abrasive sounding, probably their heaviest album in my opinion. And White Pony was sort of the peak of their mainstream popularity since they had two pretty big single off of it, the heavier sound of S/T probably threw people off a bit. There seemed to be some resentment towards the S/T and SNW for a while, but I'm lucky to have been extremely young when those albums came out, so I listened to them first time without any real expectations or ideas as to what I wanted them to sound like.
