Not technically true but still sort of true. On sheet music 7/8 means 8th notes are 1 beat and there are 7 beats per measure. The only difference with 7/4 is that quarter notes are one beat. In theory you could write the exact same music in 7/4 and 7/8 just by halving the value of every written note, but in practice 7/8 means a faster pace.

it has more to do with how long a measure feels. to me, 7/4 is more likely to “groove” — think “money” (pink floyd) — it just feels like 4/4 with extra beats. 7/8 feels more jumpy since the pulse is eighth notes, not quarter notes — think “jocko homo” (devo). 7/4 is probably more common in rock music because it’s easier to feel, in general.
