Lots of artists use microtonal they just don't mention it unless it's as a gimmick. For instance electronic artists that use two oscillators with one detuned against the main pitch, blues guitar players, or any instrument that has continuous pitch ability such as vocals, violin. And this "microtonality" isn't incidental, although it may be done without any specific system in mind, it's still being done intentionally.

That feels like a bit of a cheat answer because that doesn't really have anything to do with the actual melody of the music itself so much as it does the sound design and sculpting of the synth sounds that they're made of. Same with the continuous pitch instruments, the people playing them are still adhering to a very strict scale to the best of their ability, and the microtonality isn't really much of a component of the works they're using those instruments for at all; it's just a design fault of the instrument. A side effect.

Not within the confines of Western music, because, again, you're only really connecting a sequence of standard notes together using a slide as a mode of transport. But those areas between distinguished notes aren't actually a focal point of a conversation itself. By defining that as "microtonal" music, you'd essentially be implying that pretty much every instrument capable of playing a tonal note is microtonal. All guitars are microtonal, because vibrato. All pianos are microtonal because you could always detune the strings. Etc. Ultimately, you'd be missing the point.
