Because Linux is not meant to be a Desktop OS. It's mainly a Server OS. You would have to convince everyone to ditch dying distros (even though they don't know it yet) for a handful of distros and everyone coming together to develop for those, like Ubuntu,, Arch, Fedora, Debian, and what ever other distros are nice specialized distros. Everything else just splits the community and helps Microsoft hold their marketshare in the Desktop OS market.
