What is the difference between MSI Ventus and Gaming X Trio?
Same with ASUS, what is the difference between TUF and STRIX? And why do they both have OC and non-OC variants? GPUs obviously are not locked the same way CPUs are.

better vrms, higher power limits and that kind of thing on the higher models the OC models guarantee the OC is stable right from the manufacturer, there's nothing stopping you from OCing a non-OC model but if you lose the silicon lottery then there's nothing you can do there
it's best to look for reviews on the specific models, in general you want to avoid the low end models if you want to OC, if you don't care about that shit then the low end models work fine but they usually have worse thermals and louder fans, some of them don't even have fan stop

Your board and CPU are a mismatch, do one of the following. Switch the board to an MSI Pro B660 A for the 12700F. Switch the CPU to a 12600K for the z690 board and make it anything but AsRock. MSI Pro A, or an Aorus if the price is right, Asus Tuf as well to consider, etc etc
You're overpaying for the ram by a lot. Literally the cheapest ram will do so long as you make sure the clocks and timings are right, so either 3200cl16 or 3600cl18.
You have no cooler added, try getting an AK620 or a Fuma 2 Rev B if available. Any double tower air cooler will do. Not sure if you already have one back home in brazil, but it might not be compatible with LGA1700.
Try getting a 3060ti at least, otherwise you might just go with a 6600 for cheaper. 3060 isn't good desu.
And last but not least, the PSU is fine, but you'll want to look at them in person and check for any that have ribbon cables since those look nicer.

Is the 3090 a significant upgrade over the 3080Ti, even if the gaming benchmarks don't really show it? I noticed there is a huge discrepancy in vram.

No, for gaming the highest you go is 3080. Usually anyways, 3080tis have been going down in price to the point where they're "worth it" if you think they are.
