in gaming, intel and amd are pretty close in power consumption

techincally, yes, effectively, there's 2 (and a half)
standard size for a regular m.2 ssd (the extra "half a size" comes from slots that are mounted high enough to fit high capacity drives with nand chips on both sides without bending) and a smaller short length that's usually used in low-cost devices or often for small add-in cards (typically a wifi/bluetooth module), but these size slots usually come with stuff preinstalled

1060 6GB here, do I try to find a 3050 for a decent price or should I wait for Intel GPUs for a 1080p gaming setup? I also do digital art and have a secondary tablet that doubles as a screen which I will be using as well.

The 6500 XT should only be considered in PCIe 4.0 systems. In PCIe 3.0 systems, something like an RX 570 will be the same performance for $100 less, which is a much better stopgap option

Gaming power consumption is about like pic related. Over time, power consumption might go up as games get more CPU demanding. Techpowerup has some i9 12900K perf/watt scaling numbers with various power limits (anything over 175W is severely diminishing performance returns, IIRC).

Used 1060 3GB, RX 470/570 4GB. Since (of course I'm assuming) you have an old system without PCIe 4.0, the 6500 XT is a no go for you.
