kde allows you to do basically this, but without all the stuff that sucks

or you can try xfce, but it will be somewhat minimalist-y and most likely will require you to write your own gtk.css to stop your eyes from bleeding

The only problem I have with it is its hunger. Cinnamon is still based on GNOME, and a fresh Fedora install with Cinnamon uses more than 1GB of RAM in idle after boot.

And they are hitting the wall when windows poor code base confronts issues microsoft never faced before (and which were solved decades ago in Linux by design).

Windows 7 was a poor copy of KDE4.

Microsoft doesn't copy the shitty designs Freetards do, but that's not to say that they don't make horrible design themselves too. The designer team that works at microsoft is absolutely downright braindead and their entire design process is done through powerpoint and a bunch of lazy uninspired "get work done quick" mindset. Freetards don't even think about design so they just slap on whatever they come up with at first and never think about the details.
