You gotta make people believe that your character is a real person that exists in the kayfabe universe of wrestling. And that character needs to be interesting.
It's not that different from being a good actor.
Those two examples were basically just exaggerated versions of themselves during promos.
It comes from confidence and some amount of narcissism

It's confidence+ego. You need both. Someone like punk has the ego but no confidence. Rock has both. Then you have guys like gargano with confidence but no ego

I can't stand the cliche that gets repeated so often especially in wrestling that charisma and the "it factor" is something intangible and undefinable that a person either simply has or does not have.
"It" as it pertains to wrestling is nothing more than having impressive levels of some or all of the following (in no particular order)
>size / height / physique
>facial aesthetics / hair
>confidence on the mic and in general
>wit
>passion and the willingness to demonstrate it
>wrestling ability
>something / anything interesting about your character
I challenge Any Forums to name any wrestler who significantly checks those boxes and isn't considered to have "it" - or inversely, any wrestler that does not significantly check those boxes but is considered to have "it".
"It" factor means having a character and being consistent with it. If you don't wrestle how your character should wrestle you don't have "It" which is very common
