Running gear is
>shoes
>oversized adidas jogging pants, got from dad who does not jog, been using them for the past 7 years
>oversized short sleeved t-shirt
>socks
>boxers
that's it.
Temperature ranged between -8 °C and +13 °C.
If you feel cold, jog faster. If it's under -6 °C, put on a sweater as well.
20-40 min jogs are doable.

then there's your issue. Breathe slowly. I mainly use my nose, but when I get tired, i use - both. If you can't deal with the snot, no helping you.
No experience with deviated septum, but try to close your mouth and start the breathe-in with your nose, then exhale only through your mouth.
Snot WILL gather in your throat, but since you're outside, spit it out every once in a while.
Carry tissues, or, if Chad, handkerchief. nose clogged: blow it out.

Do this enough and your nose will be trained to some extent.

Also, evaporate(?) some water where you sleep. Put a bowl or humidifier near you. Winter air is dry, if you take it like that for too long you might become prone to clogged/watery nose. I'm a nosebreather, and if the humidity's too low, I also get like that.
Try it. Works wonders.

Also, walk at first (use a sweater or a hoodie). Get used to the breathing.
