Is it true that sit-ups don’t do shit? I want to tone my belly fat and develop abs. I’ve read that sit-ups are the least effective way to do this.

There are better alternatives, but if your abs are in complete disarray then it's a good beginner workout to shake the cobwebs off them.

The best way to develop abs is to lose body fat by calorie reduction, btw.

For your purpose, sit ups won't do anything.
Lose fat, do weighted crunches.

Do hanging leg raises, pretty much every other an exercise is a waste of time

Please add abs to your workout. Having a strong core is healthy and help your lifts (strong core=safer lifts)

Do not over do it b/c like many said... it can be useless and abs are all about the BF%. But I would still recommend it since having a strong core is important.

I personally enjoy doing declined sit up like your pic.

I do weighted crunches on a machine, usually 3x12 on leg day. And of course progressively overloading on the weight. Will this be enough for abs once my body fat % is low enough?

It's easy to use your hip flexors and not do much with your abs, but done correctly (it's called janda situps) it's probably the best ab isolation you could do.
