Mojave Wildlife reimplements random spawns for creatures in the wastes like in FO3, but doesn't change anything beyond that. Raiders adds a ton of new raiders all over, usually in places that were previously empty, and makes it so they don't drop stimpaks like candy anymore, so it doesn't fuck the balance too bad by giving them end game weapons all willy nilly or anything like that.
I have noticed that is seems like they have more grenade launchers, but that could just be because theres more Vipers around than there used to be.

Meh, one of the things I liked about NV was that there weren't raiders all over the fucking place and that the majority of the humans you ran into weren't hostile by default.

I guess the most canonical explanation would be that since there weren't any nuclear strikes in the immediate area and people didn't have the extra problem of living in an irradiated wasteland, society didn't break down quite as badly and people were still relatively normal when compared to somewhere like the DC area.
