The later. Valve didn’t have an official policy on it because anyone with a brain would assume that devs should never ban users in a match they are in (even if it’s deserved it just looks bad). Sean apparently had no common sense, banned someone he was playing against, and predictably got yelled at by the community and had to come clean and now the common sense rule is now an actual employee rule because he was power tripping.

Seems pretty cut and dry what the difference is. The admin who bans someone because they're being annoying are far better than the admin who bans you because they're losing. As is the case in this example.
The difference being that: instead of the admin being the admin of some shithead server that will be empty and die in a few months from his behavior, the admin in this case runs the game and banned him from every server
