Any Forums is the way it is for one reason: Terrible moderation.
Shitposters know they can get away with posting whatever they want, because jannies are only on for like an hour a day, and the moderators even less.
Compare it to a board like Any Forums, where the turboautist mods are monitoring the board 24/7.
A good compromise would certainly be somewhere in-between, but that would require an owner who actually cares about the site and isn't just waiting for ad advertising agency to offer to buy it for the right ptice.

I wish this was true because the site should not be a popular tourist hotspot, but posting rates have only increased over the years and individual boards sometimes receives spikes in activity.

No it’s true. The reason posting rates increased in blue boards is because lots of users from Any Forums moved to other boards around 2008. Otherwise the overall amount of users for the site has dropped significantly. It used to get at least a million hits per day now it’s somewhere around 20,000-50,000.
