No. Fallout didn't attract the same modding community. That isn't to say it doesn't exist, but it didn't attract the same flair.

It'll get a decent modding community if Bethesda lean into it. But it's more likely they're gonna fuck it up by pushing even harder into their own modding store by removing content and publishing it as mods.

Unironically the Oblivion example is the ideal.
It's concise and communicates what the quest is, who is asking you to do it and why they're asking.
