Dragon/Dark and Dragon/Fighting at the time were new type combinations.
Dragon/Ground, Ghost/Dragon, and Steel/Dragon were only on one or two Pokémon.
Kalosian Goodra is only the second pure 3-stage Dragon Pokémon.
Dragon/Ice is only on the 3 Kyurem formes. Let it be on something else.

This stopped being true as of Gen 2 with Kingdra. And even if you want to imply Kingdra is some boss Pokemon because it's in the 8th gym, gen 3 definitely threw it the fuck out with Flygon.
