In general I feel like gym leaders tend to be better in terms of character design than writing.
They have a ton of effort put into how they look but their role in the story is usually just to be a minor challenge for the player to overcome on their inevitable path to being the best trainer ever.
It's a shame because I feel like gym leaders are one of the coolest parts of the series.
I think the games would be better if you fought each gym leader two or three times before eventually earning their badge, with them having a small arc over those battles. That's kind of how Giovanni works in Gen 1 and I always thought that was one of the coolest fights of the whole series because of that.

I'd rather not conflate any real life ethnicity with a fictional setting that only parallels real life, especially in anime as hell settings like Pokemon.
You need only look at Kanto to see a variety of different supposed ethnicities, yet almost everyone from that region would ostensibly be Asian regardless of things like Ginger hair, Blue eyes, etc.
