As of right now, Toxapex only has access to Poison Jab and Bite for fast moves, and its quickest charge move is Muddy Waters, which the other two both being poison-type nukes. Overall, while there are some wins it probably shouldn't get because of its stupid amount of bulk, it will generally get shut down by most steel-types and most fellow poison or water-types. Also, Lanturn is top-tier now, so it's unlikely Toxapex will make any waves while that's happening.

Not that I plan to trade any time soon, but are trade pre-evos (Kadabra, Machoke, etc.) particularly valuable in and of themselves, or should I stick to hoarding high-level statlets?

If you’re planning to trade between your own two accounts, save what you want. If you have someone you plan to trade with, ask them what they’d like. If you’re not planning to trade, don’t waste your bag space.
Remember: although this season doesn’t guarantee XL candy on trade like the last one did, you still get one guaranteed if the two Pokémon were caught 100km+ apart. If you’re trading with someone who has shit from afar, trade them things you want XL candy for.
End game players literally do not give a shit about trade-evo mons. We have plenty of candy, that bonus is nigh meaningless to us lol

Since some time last season I think. Pretty rare though.
Don't forget, Alakazam evolved during this event will know Psychic. If you don't have a ton of Psystrike Mewtwos, then this is the next-best option. If you don't have a ton of leveled-up Psystrike Shadow Mewtwos, then Mega Alakazam is your next-best option.
