They’re pandering by not dex cutting Gardevoir, by including it in ads and in the cover art, and describing it as a Pokemon who “defends a master”. They know this species’ reputation. They knew what they were doing.
The problem goes beyond them just avoiding human X Pokemon relationships. The games’ writers seem to have a problem with the idea of Pokemon who are characters in their own right, with the exception of some of the legendaries. They’re just bit players in the stories of the human characters. That’s why they wouldn’t let Meowth talk in Let’s Go. This is a way which the anime is better than the games. It characterizes the Pokemon and lets them actually do things sometimes.

The one that was orchestrated behind the scenes by the supposed victims themselves, so that they could utilise the sympathy and outrage of the western world to do whatever the hell they wanted for decades without ever being questioned for it by the majority of people.
