Gyarados is fucking awful in gen 1, it's the second worst Water-Type in those games. It didn't even become decent until gen 4 and the only games where it's powerful is BDSP because they buffed they buffed the shit out of its learnset.

it has a good special stat in gen 1, it's pretty good. it's really good in game because of its high stats and flexibility, where the AI can't hit it with electric moves like a player might
